Building a 4.3 Questions

Me & my son are currently building a 4.3 from scratch for his S-10. Understanding several issues we have some questions regarding the compression, cam, & ignition. The vehicle is a 95 S-10 with the OBD1. Rear is gonna be 342 posi 2WD with an automatic. Kid wants to also add 100 HP NOS. Forged pistons, better rods. etc. The block is currently at the machine shop being bored for the new pistons. But before I can get all the parts to be balanced I have some questions.

Questions are:
1. With the OBD1, can we go as high as 10:1 compression?
2. Cam recommendations?
3. If needed what options do we have to get around or reprogram the OBD1 ECM?
4. This is a balance shaft motor. I heard there is a kit available to remove the balance shaft.

dont remove the balencer... cam... with a maf (mass airflow) you can't realy add a proformence camshaft, besides the fact they are hard to find, the computer (reprogrammed or not) doesnt like realy funky idels, plus you would need a stall converter instead of the torque converter... yes the 10:1 will be fine, some forged pistons, 6'' rods flat top pistons, roller rockers, maby some 1.6 ratio instead of the 1.5, might wanna check on that, opens the valve farther for more breathing power... only option for reprogram is a chip cut from a company like JET or the dealer, the programmers are thousands of dollers and no shop has them due to price...
