Delay shift from park

I have a 98 Grand Prix GTP V6 Supercharge. Whenever I start it I have to wait at least 2-3 mins for the shifter to allow me to take it out of park.This occurs whether the engine is cold or if I have only had it off for a few minutes. This problem started about a week ago, I have added brake fluid but no luck.

It sounds like the shift lock solenoid (it doesn't allow the car to be shifted out of park until your foot is on the brake) is sticking and not releasing the shifter.
