94 Wrangler

I have a 94 Wrangler that will not start. I have checked the starter and battery, both have tested good. I know that powere is getting to the starter. I checked the relay in the fuse box. I replaced the ignition switch. I am not getting a signal to the relay to turn the starter. Any suggestions?

Which engine? Which trans?

Have you checked to see if it's in park? Is the clutch switch plugged in?

Does it have an anti theft system? (Is the security light on the dash blinking?)
