instrument cluster not working

I just bought a salvaged 98 intrigue GLS and the whole cluster isnt working (speedometer, revs, fuel, temp). when you turn the key to the ON position the only lights that come on are service engine soon light and seatbelt lights come on then turn off when the car is started. The radio also doesnt seem to be working and neither does the blower system. Does anyone know if there is 1 fuse for all of these or if the problem is something else?

One more question: How many quarts of oil does the 98 3.8L take because I want to change the oil and dont have the owners manual.

i believe there is one of these fuses in the dash, just open the passenger door and on the side of the dah is the fuse cover.

i beleive it takes 5 quarts, btw, where did you buy this from?

Yes I checked the fuses yesterday and the one for the radio and cluster was bad so I changed it and now the radio and cluster work except for the milage on the cluster isnt showing I dont know why.
also the blower seems to work but not the digital part it doesnt show anything so does that mean I need a new one?
I got it from Copart Auto Auction. Just trying to fix it up and make a grand or so.

have you run a carfax check on it. it sounds like it may have been flooded or something, especially if it was salvaged
