Heated Seat Problem

I have read through the threads and I am going to do some checking, but for a while my Heated seat bulb was out. Now its back on mysteriously but the seat still does not heat. When I click the on button the hi/low comes on just fine, but ther is a popping noise coming from what appears to be right behind the lower left dash display. Any ideas on what this might be? It pops when i first turn it out..then about every 10 seconds I will hear another one. Fuse problem? Thanks guy.
