engine light for insufficiat vacumm egr

can anyone help the engine light set after fixing the first problem it had.thank you brian of this forum.now the light came on again with code 401 insufficiant vacumm to egr valve.i tested egr for vacumm held .checked all vacumm lines all connected .from engine sticker routed correctly to.the manual i have sucks haynes dont buy save your money.i clear the code it resets within 10-15min of driving the only thing i have not done is smoke tested it due to not having one sprayed carb clean around V lines and idle did not accel so i assume no vacumm leaks.and pulled v line from egr has no vacum at idle and strong vacum under acceleration using my finger not a guage.so if anyone can help would be really gratefull.this car is a nightmare without a good manual.thanks
