99 Cirrus won't start

I have a 1999 Cirrus that intermitently refuses to start.
Battery is fine, lights work, but nothing happens when I turn the key. No clicking, no grinding. It won't jump start either.
The first time it happened, I had it towed in. They replaced a fuse, and sent it home.
It happened again. It would not start. Same thing the next day. I pulled the fuse, it was fine so I replaced it. Tried the car again, it started.
The mechanic looked it over again and says he can't find the problem.

you must try to clean the battery terminals first then if the problem persist check the ignition module and the starter motor.
