95 S10 Blazer Fuel Pump / relay

OK, this is my 4th electric pump inside the fuel tank, did anyone get to cut the nuts off the engineer that had THAT idea?. First was on my IROC camaro. Now 3 for Blazers. Currently on the 95 S10 Blazer, I promise there is a question in here. The check valve at the manifold has no pressure, there is no sound of the pump priming at "key on". Engine turns over fine. The Relay appears from the drawings to be buried deep in the dash and not assessable. The relays in the glove box are NOT for the fuel pump. I do have current at the connection for the pump. I gave up and cut an access panel in the floorboard to remove the pump assembly from the tank. Now there's an idea for the nutless engineers at GM. The tank cannot be siphoned down to make it safe to remove due to a checkvalve in the tank, and of course it is FULL of gas. OK, here goes, i am told by an experienced mechanic at changing these units that the foam cover over the pump keeps it wet during low fuel levels in the tank and it's purpose is to keep it cool. Heat apparently is a major reason for failure. Where can i get the replacement foam cover? The dealer only sells it with the pump ( 145.00 ) and at o'reilly's auto parts the pump is less than 60.00. A big deal to most ppl. This is the "w" series pump part number ( P74074 ). I think the best test of the pump is can you hear it priming, and is there pressure at the manifold check valve. PLEASE HELP ME FIND THAT FOAM COVER FOR THE PUMP. Bob.
