what is the problem

i have a 98 cavalier i went out to start it to leave and every time i start it the starter just keeps turning over up it won't start. do you know think it's the battery or do you think the starter is stuck?It has never done this before but it is getting cold now so what do i do?

sounds like the starter is stuck, bang on it with a hammer see if that works, if it does, you'll need a new one
