1995 jeep grand chk limt power at o2 sen

i have 1995 jeep grand chk limt v8 quad track there is power at o2 snser key on not running all senser are new grounds have been changed all plugs wires cap router it just shuts down some times for a milasec then it pops or missis like a short changed computer before 5 volts now 2,3 volts at o 2 sensor with sensor disconnacted

What is the exact problem you are having?

it pops and heist like it has been shut down . havedone all of the above o2 sensor keeps comeing uo as a code its new still haspower not running should have none new com lowerd from 5.0v to 2.3v
