P0143 Code

My Jimmy just gave me a P0143 code, I need to know what could casue the problem and which O2 sensor is "Circuit Low Voltage Bank 1 Sensor 3"

Should be the one after the cat, fixed lo voltage could be a bad sensor or a bad connection, needs to have a full scan to really see what is happening with at least a graphing scanner.
