wiper module

I have a 96 taurus wiper problem. It appears to be the "generic electronic module". Does anyone know where this module is located?

The GEM is located between the firewall and instrument panel fuse panel inside the car. May we ask what the wiper problem is and why you suspect the GEM?

The wipers and washers do not work at all. Tested for power at the wiper motor and there is none. The fuses, relays, multi funk switch and motors are good. Plus the fact that this is such a GEM of a problem. :eek7:
