'93 Jeep Cherokee 4wd problems

Hi all,
I'm looking for some advice... I'm not a car guru/mechanic...
I'm currently driving around in a old 93 Jeep Cherokee and with the roads up here in northern NY I've needed 4wd a few times. I always have a cow of a time trying to get out of 4wd tho, yesterday I got from fulltime 4wd to parttime 4wd easy by changing while moving, but I couldn't get it all the way into 2wd... I ended up having to stop, put it in neutral, move the lever, put it in reverse, back up a few feet, put it in drive, and drive forwards.
However, today this isn't working... I put it in part time to get out of our driveway (covered in snow and ice... basically no traction so I assumed part time was ok) and got down to the corner (funny how main roads are clear and side roads are so crappy), and then tried to get out of part time into 2wd... and it wouldn't move. I can move the lever but its not changing. I also tried to change into fulltime 4wd (better for cleared roads than part time) and it won't change to that either.
Am I doing something drastically wrong? Does this sound like something needs to be serviced/replaced?

fluid levels in the transfer case??? are they low? is the fluid milky? take it in and get the fluid checked/changed if you don't know how to do this yourself.
