starter noise

I got an 1986 f-250 351w.when i start the truck it sounds like the starter makes a clunking
sound.sometimes the starter doesnt catch the flywheel.when that happens i have to turn the crankshaft witha wrench to get it started.
im not sure if its the flywheel or starter.HELP
