'83 wipers won't stop

My '83 has the intermittant wipers (from left to right: mist>off>delay>low>high).
Sometimes they will not turn off and park the wipers but stay in intermitant mode even though the switch is in off. If I set them to off and then turn off the engine and restart it the wipers will turn off and park below the hood as they should.
Does this sound like the switch or other electrical problem? The way they will turn off after the engine is restarted seems odd to just be a worn switch as I had first assummed.

It's either the switch or the windshield wiper motor - there's an electronic control built into the wiper motor which controls the intermittent wipe. I had this board fail on me on my old '75 Grand Am with the result you're getting. Sometimes, if the box itself got wet, the wipers would turn themselves on without input from me.

Mine did that and it was the washer/wiper switch control module. NAPA has them for like $36. It controls both the washer and wiper delay. It took me about 20 minutes to change it.
