Highest speed doesn't work on the A/C....

Well,
My friends car had all 1-5 speeds go out....I replaced the blower motor resisitor and speeds 1-4 are working again...
However the highest setting still doesn't work...
I know that the highest setting runs off its own fuse, however some said it's actually a resistor...
Can anybody give me a definitive answer so I can trace this down....

Position 5 has a blower motor relay and HVAC blower fuse. The fuse should be the one labeled D in the passenger side fuse box. The blower motor relay is mini-relay #13 located in the engine compartment fuse box.
The blower motor resistor is bypassed in hi-speed postition 5 and direct 12v is applied to the blower motor.
