95 XE pickup horn problem

Help, newbie here.
I'm sure it's something simple, but I can't diagnose it. And I need to have it pass now for state inspection at end of month, otherwise I'd just do without it. Dealership wants to take out and completely replace (like I didn't see *that* one coming), not that they are coming up with a diagnosis, either.
Situation: horn simply does not work. Never really used it much anyway, truck did receive some minor grill damage a few years ago, but radiator and everything else with it made it through, just been running last 4+ years with half a grill. Have checked fuses, all good; even tried another new fuse check to make sure, still nothing. Absolutely no sound when depressing button on steering wheel...no clicking, no low sounds, nothing.
Have been told may be electrical and would require complete rework and recheck in there, have also been told it could be as simple as replacing a fuse on the horn relay box (which is where, exactly?), or even just a horn relay wire (which is done how?)
Any ideas/suggestions on this??? I'm a novice at car repair, but can do the simple stuff. Thank God for my little Nissan gem...haven't had to learn anything new in quite some time now.
