Horn Blows when headlights are turned on

You could take the easy way out and cut the wire to the horn, but then you have no horn. . . LOL. It sounds like it is a problem in the steering column wiring. You should take off the plastic cover from the column and see if any wires are touching or anything. I don't have much experience, so if I'm wrong don't kill me.

Well, you've obviously got a short somewhere the trouble is finding it.
