98 GTP dash fire!! Almost?????

Its 10 degrees in OKC, snowing. Cleaned snow off WS. Wipers worked for a bit, then stuck in up position , then operated normal. Must have hit circuit breaker. On the way home started to smell electrical burning bigtime. Noticed HUD was coming on and going off, like circuit breaker was tripping. Everything still works. Disconected battery. Next day removed IP fuse in glove box. Kills cluster, HUD, TCS, Trans Lockout. No smell. Eveything else including wipers still work. What should I check first????????

check the connections and the wiring inside the steering column where the wiper switch is. my wires burned when the wipers were stuck due to leaves and limbs.
