soft brake pedal 1989 cougar

I have a 1989 cougar that runs well but the brake pedal is really soft--I get no brake for half of the pedal then they grab suddenly.I have bled the brakes at each caliper starting with the furthest away from the master cylinder but they are the same.Would worn brake pads cause this?And if so can i get away with just changing the front?

you could have a leak in your master cylinder, it could be bad

or maybe your mastercylinder is going...had to replace in my 91 cougar.

I replaced the pads,master cylinder,and Drivers caliper because it had a broke off bleeder screw.bled the brakes and now they work fine.A new master cylinder must be bench bled before installation.Thanks for your help!!!!!
