wiper motor fuse blows

Wondering if anyones had this problem. 1999 Civic 20amp wiper motor fuse blows in fuse box. I have disconnected the wiper motor and the two connectors for the wiper motor switch located on the right side of the steering wheel, and the fuse still pops. Any ideas?
