Blinker problem

I have a 2000 Tac Prerunner that when you start the truck the right dash turn signal is steadily illuminated. With the headlights turned on and you attempt to indicate a right turn nothing happens. The right blinker indicator just remains steadily illuminated. As well, the turn signals outside the truck on the right side do not flash.
If the truck is started and the headlights are not turned on, the right signal is still illuminated, but it does flash. Along with the signal flashing the instrument panel lights flash on/off. Outside the vehicle the turn signals blink like they should. I would appreciate any advice.

You didn't say what the left signals do, so I assume they work normally. You didn't mention a check engine light so I assume no. Have you or someone made any changes to or added lights or stereo equipment to the truck recently? Any body repairs, especially on the rear where the parking and tail lights could be wired wrong? Are the hazard flashers working OK on all four lights? Has the truck recently been in deep water, especially the right side? Do you have a Haynes or some kind of manual with a wiring diagram? Do you have a multimeter to do some voltage and resistance testing? Have you recently changed any signal light bulbs? I know I asked lots of questions, the fact your problem changes when the lights are on makes me think you may have more than one problem. In addition to the items I mentioned, take time to inspect the signal lights on all four corners for water inside the the lights, water can cause some crazy problems. Let us know the answers to the questions I have asked and perhaps someone can suggest something that will help. If you have recently added something to the electrical system, try disconnecting the device to see if the problem changes or clears up.
