Windshield Wipers

I have a 1990 Prelude SI and for some reason the wipers stoped working. it happened right after the first freeze of the year, and i dont know how to fix it. i turn on my wipers and they dont move, all i hear is the humming of the motor operating, which makes me think i dont need to repalce that. their is also a clicking noise. if anyone can help me i would greatly appreciate it and ill owe you a beer.

Hanes manual, or helms.
Its an easy fix, i belive the part is located under the cowl
