Surface rust tips pls

Ok whats the best method to get surface rust off and paint it? There are only a few tiny minor spots on my truck that id like to attend to? Im guessing sandpaper it then paint? What grit paper should i use and where can i get the paint? Also whats the best method to apply the paint making it look as original as possible?? Any tips or comments please.
