Headlight Wiring

I have a 2000 Ford Focus SE. My right headlight is out and after trying two new bulbs, the service guy determined it must be an electrical problem, though he couldn't see anything wrong with the fuse box. So he sent me to an electrical guy. The electrical guy said that the wiring is "wrong." He explained that in most domestic cars, the wiring from the switch to the headlights runs together through the fuse box. But in my car, the wires run separately, which is apparently more common for foreign cars. OK, fine. But he says that the wire to the left headlight goes through the fuse box, while the wire for the right light does not - sounds like it runs directly from the switch to the light, which he said was odd so he thought I might have been in an accident and it was fixed incorrectly. I bought the car brand new and haven't had any accidents, no electrical work, nothing else major. So I'm trying to figure out if this is the standard set up for the Focus or if this guy is just telling me this story to get $150 out of me. He says he will fix it by correctly wiring the headlight through the fuse box. Could someone tell me if this sounds familiar at all?
