Door lock actuator problem

I've got a '99 with the passenger door lock actuator that refuses to lock but will unlock.
I replaced the actuator/latch mechanism but it still does not work. After checking the wiring diagram and tracing the lock wire (gray/black) to the actuator, I found I have power. I tested another actuator, plugging it into the lock/unlock plug, and it does the same thing; unlocks, but refuses to unlock.
Any ideas??

Mine did that a while back and the dealer replaced one of the switches.

I guess the trick is figuring out which switch. It is confusing because the power is getting to the actuator but not actuating it. I hate these new electronic Chevys when they have electrical problems.

mine did the same thing about a year ago. i had to change out the whole actuator and latch assembly. go to your local dealer and they should have it in stock.

As I stated in the first post, I did replace the actuator/latch assembly. It still doesn't work to lock the door.
