2000 LeSabre- no power to diagnostic port

the title pretty much covers it. DEQ says the port has no power so it can't pass emission test. apparently the scanner acts as if it isn't even hooked to a car.

I don't know why you don't have power at yourdiagnostic port...but here is a layout of the port I found on the interne. It's at this site: http://obddiagnostics.com/DataSheet.pdf

Pin 16 of your diagnostic connector has B+ (battery voltage) and pin 4 and 5 are your grounds. Get a voltmeter and check to see if you have voltage there. If not, then check the 10A ALDL fuse located under the back seat, driver side.

If you have the voltage, then you have a Class 2 communication problem. You probably have a body or chassis module pulling down the line where each module would have to be disconnected to isolate the faulty module.

Here is the 1000.00 question....Why would someone remove that fuse? ?? Did other items come on when you replaced the fuse?
