94 Eddie Bauer start problem...

Here's the deal: the other morning, i drove my kids to school in the morning (1/4 mile), went to the post office, turned off the car. When I came out, the car wouldn't start. NOW: the battery had 13+/- volts and relay was getting power so the natural assumption was the STARTER.
Bought a used starter and my brother-in-law replaced the starter that night (he is a service manager for a ford dealer). The car started right up and worked fine the next day.
On the 2nd day(friday)...deja vue. Drove the kids the school and came home (turned off the car). When I went to go to work only a few minutes later...YEP...car wouldn't start.
Today we replaced the 2nd starter with a third and now it won't even fire. We checked the other starters by using cables and the starters enganged and spun.
When you turn the key, you just hear the "click", but nothing more. The lights dim. The clock and other interior lights go out completely.
Anyone got any clue? Can't be the starters since they work on the dry test. Celenoid is getting power.
