EGR problem

I have a 95 probe base model 2.0, and I'm getting an EGR code when running code test. It idles rough, and cuts out (almost stalls) when giving it gas. Cleaned the EGR, made no improvement. Just got a vacuum diagram, and it looks like the vacuum lines are not properly connected. Besides that, is it possible that the EGR gasket is leaking and causing this problem? If so, can the gasket be replaced with black RTV silicone? Anything else that I should be looking for that could be causing this? Any ideas would be greatly appreciated, I don't know anyone that has much experience with these cars.
