Hi/Lo Beam Problems!

on my 01 1500 quadcab sport with the quad Hi/Lo's. the high beam wont turn on. when i have it on lows the low beem light is on. when i flip it to high been, the low been just gets brighter and the high beam doesnt come on. i am first goin to get the relay's checked out but is there any other thing that could be causing this?
