TCC lockup failure, P0740, jasper

96 Grand Voyager, 160,000 miles 3.0 L 3 speed automatic

currently getting check engine code 37 (using key on/off 3 times), and code P0740 using scan tool. The codes say I am not getting the proper RPM drop when the transmission goes into lockup mode.

I am trying to find out what amount of RPM drop the computer is looking for and how many times or how long does it wait to give the error.

History...At 125000 miles, Feb 2003, transmission left me sit and had it replaced with a Jasper. Worked great for about 2 years and started to get a shudder/shake like going over rumble strips when TCC was about to disengage in the 45 to 55 mph range and accelerating slightly. It gradually got worse until it was happening enough to show it to the garage. Aug 2005, Jasper replaced it under warranty, cost me about $150 for the diagnosis and fluid. They used Quaker State MultiVehicle fluid.
Now, transmission seems to operate ok. But after about two weeks, the CEL came on with the 37/P0740 codes. (never had them with the previous 2 transmissions.) Took it in to the shop. They checked it and could not find anything, cleared the code, said they could see the RPM drop when the TCC engages. In another week, CEL on again. Seems to take a couple hundred miles before CEL comes on. Took it back in to shop, and they said it was a bad connector to the transmission. Replaced the connector, cleared the codes ad charged $250. Two weeks later, the CEL is on again. Being suspicious of the fluid, I changed it and put in 4 quarts of walmart ATF+3 fluid, removed the battery to clear codes. But a week later, the code came right back. I talked to Jasper about it, they opened a trouble ticket for the incident, but told me to take it back to the shop. Shop checked it again, talked with Jasper. Shop verified resistance of selenoid and proper current flow. verified there is a couple 100 rPM drop with engagement. They said they could put a amp meter in the TCC circuit, and drive it and watch current and RPM but it would rack up the hours. Jasper suggested that I take it back to them the shop the moment the code latches, have the shop measure the TCC resistance and if it is out of spec, Jasper will pay for replacing the selenoid. Problem is, the CEL comes on when I am travelling away from home.
Note on RPM drop, the engage/disengage does not seem to be as pronounced or as easy to feel/hear as I remember with the previous transmissions. I check it on the highway by lightly touching the brake pedal. Often I can barely tell a difference in rpm/feel.
So, it appears that my best bet, if nothing else comes up is to ignore the CEL. To pass inspection I figure I can clear the light just before hand and the 96 van does not seem to have that learning related emmisions related code that shows up on some cars after clearing codes. I have 2 months of Jasper warranty left.
This week, I do have a SnapOn scan tool (covers thru 1999). Problem is, the scan tool always shows TCC selenoid as always ON. The shop mentioned that their scan tool showed it that way also. They watched the RPM.
Any suggestions on what to look for on the scan tool would be helpful.

740 The engine's running faster than it should for these speeds, so I think thetorque convertor clutch lock-up system is bad,
