Tension Pulley is Clicking

1993 98 Tension Pulley clicks when idling. It gets louder when in gear and faster when driving. When the serpentine belt is removed, the noise stops. I've changed the Pulley Assembly but it still makes noise. Has anyone had any experience with this?

are we sure it is the tension pulley?
I am thinking it is not if we replaced the whole assembly and pulley itself.
have we taken the belt off and spun each pulley?
