High Idle problem

1993 Mercury Topaz...air ..93,000 miles...2.3 motor....starts fine idles fine....but after abit it idles higher.......about 3 thousand rpms....doesnt always do it......usuall does it when the temps are below 20 degrees...if I shut the engine off and let it rest it will idle normal again......can anyone help me...Thanks.....Johnny
