Generally this is true, but a properly tuned car will be worth more. Most are ghetto set ups.

Who cares if the resale value will be less, true automotive enthusuiasts like to modify their cars. And if properly done the car will still be worth alot.

Keep in mind that just because a car appears to be stock does not mean that it was not, at one time, modified. Many people will remove the aftermarket parts when they're looking to sell, because 1) private parties probably won't want them, 2) dealerships won't give more money on trade in and 3) they can sell off the parts individually for more money...
