Radiator drain plug doesn't; How to I bleed?

I bought an 01 Chrysler Voyager last year. Yesterday, I decided it was time for a cooling flush.
I went to open the drain plug, it would only turn 1/4 turn, and nothing came out. I wound up doing the flush, with the waste coming out of the top of the radiator, which probably isn't all that thorough. When it came time to add antifreeze, I had to remove the lower Radiator hose. This gave me a bath of cold water on a 30 degree day.
I found some posts about leaking plugs, but no responses. Anyone have advice for replacing this drain plug?
Second Problem.... I have the Daimler Chrysler Service Manual on CD. I can't find a proceedure to bleed air out of the system. I haven't driven the van far enough to know if I really need it, but I can't believe there isn't a bleed screw for doing this.

You don't need to bleed the air. The circulating fluid will push it out to your overflow.

park the car on a incline facing forward. Open the radiator cap (with the motor cold)
let the motor run until the thermostat opens, you will see the water start to circulate. I raise the idle for about a minute to be sure all the air is removed. Let the motor idle and replace the cap and top off the overflow bottle.
Doing this will also remove any air from the heater core.

Doing this will also remove any air from the heater core.
