94 jetta overheatng

I have a 94 jetta that has been overheating. The thermostate has been replaced and still as over heating. i had a pressure test done and I was told to put a special kind of coolant in and also replace the radiator cap. i had this done and it still didn't fix the problem. I think it might be the radiator or the water pump. the cooling hoses really doesnt have much pressure in it. but the water pump doesn't leak or make any noises. Any ideas??? Or is there a way to tell what the problem is, i thought a pressure test would but I think i was taken for a 80 dollar ride.

Replacing the rad cap and thermostat was a good move...low price items that need to be replaced at some point for maintenance.
I see you are in a rather warm climate. Does the car overheat on the highway or in traffic?
If you have the car idling does the rad fan come on...this is controlled by a thermostat mounted on the drivers side of the rad.
Is there white smoke existing the tailpipe?
Is the fluid level in the resevior staying the same or slowly dropping?

It overheats all the time just worse when the car is just sitting there. the fans do come on, and the resevior stays at the same point. I haven't seen any white smoke come out.

To me it sounds like the radiator is defective...either the fins have deteriated or there is a restriction...either way causing the case to overheat
