89 Bronco wont start

!989 Bronco suddenly won't start. Turn key to start position and the starter does nothing, no clicking or anything. Changed starter, starter relay (on fender well), battery is fine. pulled ignition switch out and can cause starter to turn if I short between battery and wire running to starter relay (but turning key or sliding switch to start position does nothing) Compaired starter switch continuity with volt / ohm meter and compared to a new one. Both appear to be the same.
Any ideas?

Here is one thing that can and does fail fairly often. If you have cruise and a tilt steering wheel there is a metal bridge between the key switch and the ignition switch. You can get the lights to come on in the dash but the starter will not do anything. You have to tear the upper column apart to change it, but you can see it if you take off the shrouds. I think that the part number is E9TZ-3E715-B or C, this is going from memory (that is fading fast in my later years.)

Could also be a bad nuetral safety switch.
