I have a 1989 Pontiac Firebird that has a loose steering column, how do
I fix this without buying a new column?

i have the same problem. i took out my ignition cylinder to replace it, and i could not find out how to fix it. I think it is only a couple of screws that need tightening back there

You have to take the column apart. Pull the steering wheel, turnsignal switch etc., ignition switch and the cover over the column. There are 3 screws near the joint in the column, they do tend to work themselves out after a while. Remove them one at a time, put locktite on them and put them back in. Remember to do this one at a time, if you remove all 3 at the same time you will have to fight with the springs that control the column angle, they are heavy springs and a bitch to reseat. Good luck.
