Engine hard to start when cold

idles very low and dies.
have to press the gas pedal to keep it idleing until at some point
the idle just increases to its normal self...5 minutes
1999 grand marquis...4.6l
what to do?
I was taking the plastic shroud off the injector pump and dropped
the wrench on the fuel line and it started working ok...
that was yesterday and its back to its nasty self today???

actually i just assumed it won't start today from past experience... i went out to start engine and its works fine. might work fine for a day or week... when i said 'Engine hard to start when cold'
I didn't mean the ambient air. i could be 70 degrees and it does this.
today its 20 degrees and its was fine...
help

Did you check for any codes?
Here's some other little stuff you can do that may fix the problem:
Full tune-up...plugs, wires, air, breather and fuel filter changes.
Change your PCV valve
Clean the throttle body thoroughly inside
Add some fuel injector cleaner (your lines could possibly be gunked up, and the wrench you dropped might've cleared them just enough to get it running again
change your oil at the same time as doing the above
