Replacing(or repairing) windsheild washer fluid bottle + not working?

in a 92 Cav LS

drop a bottle of fluid in, and alot (but not all) of it flows out to the ground. I looked at it, it seems buried in their, my only guess is removing the battery?

also, it doesnt squirt. Pull the lever, and you can hear hte pump going, but nothing comes up. It has gotten colder up here but i dont think its frozen

I think you have to pull down the inner wheel well to get access to the washer fluid jug.

sweet, it can be removed from there?
