pushing out wheels?

what is it called when you pull wheels out from their original positions, i see all these people with wheels sticking way out on the sides and i have no idea where to get it done or how much it costs or even what it is called, anyone have a clue?

it is called a bad idea ... it changes the suspension geometry and makes the car handle very poorly and puts excessive stress on wheel bearings and other suspension parts causing premature failure .... not a good idea at all

isnt it a 1st step to a wide body modification?
ive seen cars that have been modded to race specs(exhuast above tail lights, 1 wiper, slicks, fully weight reducted) and they all have wide wheels but they have a bodykit to go with it that increases the width of the whole car, isnt it ok if its done properly.
