Sticky e-brake

My emergency brake has been sticking for the past few weeks (nothing related to the cold). Whenever I use it (which is now almost never), it doesn't release all the way when I take it off. The pedal comes up, but the brake is still on. It takes many tries to fully release it. Sometimes, I have to kick it from underneath. This is very bothersome, as I like to use it so the car doesn't jerk after my foot is off the brake after I shift into park. Any suggestions?
