another 97 wiper thread

my front wipers have officially S.T.B...i think we all know what that means. well anyway, they just don't work at all, i've read here that it may be the wiper motor, or perhaps it's the circuit board. what i'm wondering is if there is a way to tell for sure which it is...the motor is 90 bucks but i can get the board for about 35, so i'm hoping it's the latter, but who knows. i also can't seem to find either part inside the hood (this is because i'm a car repair n00b). thanks for the help!
