New member - emissions legal 400whp Supra?

Hello,
I am new to these forums. This will be my first post! :)
I own a 2000 Honda Prelude Type SH. It is a very good car for a FWD, handles *very* well and has excellent response at speed. I do miss having rear wheel drive now, and I have always wanted a moderately powerful turbocharged sportscar.
So I am looking into another car I can afford, namely the MKIII Supra.
I work in film, so I will be moving from Florida to Cali within the next couple of years. I'll need my car to pass emissions out there.
What I'd like to do is start from an 89-1992 Turbo 5-speed base and build a reliable 350-400 WHP and be able to pass emissions and visual inspections. It will be a daily driven car.
I'm aware that 2JZGTE swaps can be done to MA70 Supras for a bit of money. Since they have 320BHP stock...

400rwhp and stay legal? completely doable on MKIII's. in fact, there are so many its not surprising anymore. mine is slowly becoming part of the 400+rwhp family. maybe ill try 500rwhp in a few years after i get bored of the 430whp (estimated) that im expecting.
