1988 Cadillac Deville won't start

I have 1988 Cadillac Deville that won't start. When the ignition is turned to the starting position, the dash lights come on but the starter won't kick in. I have checked the fuses and connections to the starter and all seem to be fine. I discinnected the battery then reconnected it to see if this would solve the problem but it didn't. Can anyone offer some suggestion as to where I should start to looking for a resolution? Please help !!!!!

Can you jump the starter solenoid and start it?
