No Heat

I have a 1999 ford taurusLX with a 3.0 l v6 . About a month ago i stopped getting heat out of the car and found the air blender was missing a gear. That is now fixed and is working fine but now no heat again . I noticed that the air conditioner is running constantly when the heat is on . It even runs when i dont have it on defrost it runs in any setting. Any ideas?
