Hey smokey, assuming the engine and distributor turns with the ignition switch, and cap and rotor are good, use a light tester, clip goes to ground, pointer goes to the Bat terminal, or the old "+" side of the coil. You are looking for voltage to the coil. You should have power there, put the ignition to on.
With voltage there, pull the coil and perform a ohm test to see if the coil is within specs, you need a multimeter, there are spects in repair manuals.
If those check out then the electronic mod could be bad.
Is the balist resister hooked up? You probably do not want that with a HEI distributor. If you do, perform a resistance check.
R X 10,000 or R x 1,000 measured in ohms. black to one terminal, red to the other. same with the coil. a zero reading indicates "open" and needs to be replaced. No power to these when checking. hope that helps.
