98 accent CAN'T REMOVE ROTORS

I cannot remove my front rotors. I have taken the calipers off. I have removed the cotter pin, center axle bolt and lock washer on the axle but the hub will not come off. The axle slides back very easily but I can't remove the hub. I need to replace the rotors and repack the wheel bearings. What am I doing wrong? I have hammered and pryed but the hub will not budge.
