Lock cylinder..HELP

Please help!....Im trying to remove my old ignition lock cylinder. The repair manual says you have to turn the key to "on" then release the pin in the housing, but the problem is the friggin key wont turn, thats why Iam replacing it....it doesnt make any sense...How can I remove it if the cylinder wont turn?
