left turn signal on 99 Regal GS

Last winter, in the first time that the car was cranked of the day, the left turn signal would not function without first turning on the right signal or hazards, and then it would work. Spring and summer brought along no problems, it worked on first try.
Since it has turned colder, this has started again, except it's brought along a friend....my right turn signal will not work either. However, once I turned off the car and then back on, I was in business.
Do you guys think this is a turn signal switch problem or a computer problem? Everything else seems to work. Advice? Thanks!

Sounds like a worn out multi-function switch assembly.

Here is a well know R&R procedure for disassembly in order to perform minor repair or replacement that others have used as a guide that has been posted in this forum in the past for the turn signal multifunction switch for a late model '97 - '04 Buick Regal including pics:
